Reciprocal Access to Tibet Act


  • The Mutual Access to Tibet Act is a US legislation that was passed by the Trump administration in December 2018. This legislation calls for the denial of entry to the US by Chinese authorities known to be interested in limiting visits to Tibet.

  • The aim of this legislation is to force China to make the Himalayan region more open and transparent. Recently, a senior US diplomat has called on other countries to introduce regulations close to that of the Reciprocal Access to Tibet Act.

Background:

  • In 1959, the 85-year-old Dalai Lama fled to India after a Chinese crackdown on the rebellion by the indigenous population in Tibet.

  • India then provided political asylum to the Dalai Lama. The Tibetan Government in exile is now headquartered in Dharamshala, Himachal Pradesh.

China-Tibet:

  • Tibet is now an autonomous province-level zone in South West China. It is also China's second largest province-level division.

  • In 1950, the Chinese army marched into Tibet, defeating the Tibetan army in the Chamdo region. In 1951, China and Tibet reached a 17-point agreement confirming the incorporation of Tibet.

Tibet:

  • Tibet is the highest region in the world. It is located in the Himalayas. The world's highest peak Mt Everest is located in Tibet. The Tibetan Plateau called the “Roof of the World” is located in the autonomous region of Tibet.
