COVID-19 Vaccine Intelligence Network (Co-WIN)


Context

Recently the Government of India announced that people can self-register for COVID-19 vaccine through the new mobile application known as Co-WIN. This was announced along with the recently issued Guidelines for COVID-19 Vaccination by the Ministry of Health and Family Welfare.

Key Highlights

  • COVID Vaccine Intelligence Network is the digital platform for Covid-19 Vaccination Delivery programme, which is developed by the Indian Government. 

  • It will be available for free download across all platforms.

  • The app was created primarily to help agencies monitor the distribution of COVID-19 vaccines and to enable the country's citizens to register for the vaccination process.

  • The latest electoral roll for Lok Sabha and Legislative Assembly elections will be used to identify the priority population eligible for the vaccine over the age of 50.

  • In the order of priority, healthcare workers in both Government and Private Healthcare facilities, frontline workers (including personnel from state and central police department, armed forces, home guard, civil defence organizations, disaster management volunteers and municipal workers), and those above the age of 50 will be given priority for the vaccination.

  • One must be pre-registered to avail the vaccination the vaccine. There will be no on-the-spot registrations.

  • The vaccination team will consist of a vaccinator officer (a person legally authorised to administer injections), doctors, nurse, pharmacist and support staff.

  • In addition to the above authorities, at least one person from the police, home guard, National Cadet Corp (NCC) will be there to check the registration details before granting entry.

  • The Co-WIN application will have separate modules such as administrator module, vaccination module, beneficiary acknowledgement module, registration module and report module. As people register with the app, it will upload bulk data from these modules. This will help in the process of forming database of health care workers and other vaccination plans.

    • Through the ‘Administrator module’ administrators who would be conducting these vaccination sessions will further create sessions for those who need to get vaccinated. 

    • The ‘Vaccination module’ will help in verifying beneficiary details and update the vaccination status. 

    • The ‘Beneficiary acknowledgement module’ will send out SMS to the beneficiaries and also generate QR-based certificates after one gets vaccinated.

  • As per the COVID-operational guidelines, the COVID Vaccine Intelligence Network system will be used to track the enlisted beneficiaries and the COVID-19 vaccines on a real-time basis.
